Error while uploading Video Thumbnail

I m heaving issue while Uploading Video thumbnail...

It says Upload Error, error #2049

And even i m unable to upload my logo, as it says nothing,
and even does nothing its stuck on 0% Upload.

Kindly Resolve my issue, as I m unable to launch my website.
I already have Issued two tickets by no response.
