[2.3.1] add video from url - vimeo - no video was found

Having a lots of issues with vimeo videos here: http://www.3000.tv - here I'm running a modded phpmelody 2.1 with latest vimeo fetch code. Basically, after the VAST prerolls, it gives "media file not found" 80% of times.

To be sure, I've made a fresh install of phpmelody 2.3.1 locally and tried to import this video:

but in Step 2, it gives me "no video was found at this location"



Any insight on how to get a vimeo video working 100% of times? In another thread someone talked about mp4 not playing on proprietay player and must use original player. I'm using jwplayer ads edition and paying a lot for it also.
